I'm thinking that Nanoha and Fate's very different approaches to parenting reflects their own histories. Nanoha has a loving family but had a lonely childhood which forced her to be independent. Thus she wants Vivio to be able to get up and stand on her own two feet without becoming overly dependent. Fate had an abusive, crazy mom who'd go S&M on her so she wants to lavish her kids with all the love that she was never given by Precia. In a sense, both are reproducing themselves.
