Without that, part of the humour is lost. One thing about Ep 13 that makes me sad - the last few minutes were the best animated of the whole series... and they did keep the Mad Hosaka Laughter. A pity they didn't animate it, though - zooming out through a window after seeing him throw his arms out and laughing would've been perfect.
