They also wear boots and peculiar jackets. The Japan itself is probably covered with these hats like a bad lawn with dandelions. So, the reference is probably not to a specific anime, but to a specific demographic or a social stereotype (unfortunately, the only one I know about is "kogal", which is probably not what this is about: these hats are worn by, ahem, (semi-)respectable women as well). I found it weird how Kagami went all the way to taking back her comments in the whole horoscope discussion but not after she said she couldn't recognize Konata without her ahoge. You can tell the latter was a bit upset, given that she probably stood there for a while wondering why the twins weren't doing anything but standing there. P.S. I thought Konata's huge jacket huge cap outfit perfect. Actually, even I want to wear that.
